The error The server returned HTTP status code 'Forbidden' when opening the Designer is very likely caused by an Antivirus blocking it.
Resolution
Add the following folders to the Antivirus program's exception list:
C:\Users\<user>\AppData\Local\Mail And Deploy\Designer
